Plastic anchors are used if there is no stud in the right spot. They reinforce a screw in the wall surface so it can't easily be ripped out. They are very light duty and don't hold much weight, so only use them for paintings and other light objects. There are many varieties and some are much stronger than others. They conical are commonly blue but do come in other colors. Ribbed versions are often grey or red and have greater holding power. Never re-use a plastic anchor.
